Trigger web link clicks during the mouse up event instead of the mouse
down event to prevent the mouse button from getting frozen in the down
position after opening a web link in a new window or tab.

Use dict for Splash object config properties instead of array so
properties can be named.

Add Pad object to Splash object. The Pad can be set to open a URL when
the screen is clicked while displaying a Splash object.

Consolidate code into next splash so that the function can be called at
the start of the splash animation to begin playing the splash queue or
during the animation to advance to the next splash.

Add sound effect property to Splash object.

Add Armor Games logo and like buttons and make them clickable web links
on Emscripten builds.

Convert play button PNG frames to JPEG to lower file size.

Exclude play button background and Armor Games splash screen frames
from builds that don't use them.

Consolidate web click JavaScript binding code into a static function.

Add config files for Armor Games and Tilt builds, which belong with
previous commits.
